Elected Officers The Louisiana Solid Waste Association met on July 26th, 2009 in Baton Rouge, Louisiana, for our annual membership meeting and to elect new officers. A dedicated group of individuals were chosen and we are proud to have them as leaders of our organization. |

![]() William J. “Bill” Mollere, LSWA President As a senior consultant with C-K Associates, Bill reviews proposed work plans and contributes to the writing, editing and preparing of final reports for clients. He also assists in showcasing C-K‰¥ús qualifications, professional staffing and experience in solving environmental issues. Bill works closely with clients to meet their needs, ideas and suggestions, and assists in developing a finished Work Plan and Report that complies with all regulatory and environmentally sensitive areas. |

Fred Williams, LSWA Treasurer Fred oversees the collection of garbage and trash for the City of Shreveport & Bossier City, which operates a 435-acre landfill site. He also monitors seven contracts for companies doing business with the City of Shreveport, Solid Waste Division, maintains a fleet of 65 Garbage Packers, and oversees 134 employees. |
Connie Henry, Secretary Connie oversees the scale employees and is responsible for account invoicing and receivables for the waste hauling companies that utilize the Tangipahoa Parish Landfill. She is also responsible for documenting all litter and illegal dumping complaints filed with the Office of Environmental Services. |
H.L. “Buddy” Till, Jr., Charter Emeritus Member Buddy oversees and administers the Tangipahoa Parish Office of Environmental Services, which includes management of solid waste disposal, litter abatement, storm water management, recycling and ground water monitoring. |
Don Breaux, Board Member Don acts as president and manager of his consulting firm. |
Yolunda Righteous, Conference Chairperson Yolunda is the senior project manager of Providence Engineering & Environmental Group. Her areas of expertise include: waste management and assessment, waste permitting and regulatory compliance, including grass roots, facilities, waste audits, solid waste permit modifications and renewals, hazardous waste post-closure permit renewals, hazardous waste permit renewals for operating facilities, Class 3 hazardous waste permit modifications, and pre-permit meetings for hazardous waste permit renewals. |
James “Jim” Schooler, Board Member As president and owner, Jim oversees the operations and management of his business. |
John “Bubba” Wynn, Board Member As vice-president, Bubba oversees all operations of Transload America‰¥ús business. |
Gary W. Bonvillain, Charter Emeritus Member As company CFO, Gary manages all accounting and financial transactions for the Dupre Carrier Godchaux Agency. |
